ACD Telecom’s Senior RF Engineer, Tom Rubinstein holds multiple leadership positions with various committees within organizations such as TIA, IEEE, and ITU-R offering his expertise and involvement that improves the telecommunications industry and public safety sectors. This ensures ACD Telecom’s ability to be on the leading edge of industry standard setting and innovation.
ACD Core Team
Ali Shahnami, BSEE, MSEE – Vice President
Mr. Shahnami operates out of the primary ACD Telecom office located in Lake Mary, Florida. He currently holds public safety communications systems contracts across the United States. He is the lead project manager and consultant for 800 MHz rebanding projects throughout the United States. Mr. Shahnami has over 30 years of extensive experience and knowledge of FCC policies, rules and regulations, and spectrum management. He also has a strong background in public safety wireless system design. He has participated in many public safety projects on the national level, having served as the lead APCO headquarters representative for Project 25, along with being a member and chairman of various other groups and committees. He earned his B.S. and M.S. in Electrical Engineering from the University of Central Florida.
Devin Guth, Manager of NorthEast Operations
Mr. Guth has spent the previous 26 years directly involved with all aspects of emergency service agency management, and response to emergency incidents. The problem solving, leadership, and management skills Devin has developed and honed through his experience as a fire chief naturally translate to address the project needs of ACD’s public safety and government clients. Devin keeps projects on schedule and on budget with the limited resources that many agencies experience. Mr. Guth seeks to clearly understand our client’s objectives and goals, and then identifies the appropriate steps to reach it in the most efficient manner — an acknowledged cornerstone of good project management. Mr. Guth uses this extensive history and knowledge to work with ACD clients and vendors to accomplish project tasks that are essential to deploying successful communication and data systems.
Thomas Rubinstein, MSEE, LSMIEE – Senior RF Engineer
Mr. Rubinstein has spent the previous 42 years directly involved with changing and improving the standards and development of large PLMR systems for public safety. Mr. Rubinstein uses his extensive history and knowledge to work with clients to accomplish project planning and project deliverables essential to deploying successful communications and data systems. Mr. Rubinstein holds several leadership positions with various committees within organizations such as TIA, IEEE, and ITU-R offering his expertise and involvement that improves the telecommunications industry and public safety sectors. Mr. Rubinstein is a Life Senior Member of IEEE and the recipient of the IEEE Third Millennium Medal. This ensures ACD Telecom’s ability to be on the leading edge of industry standard setting and innovation. Mr. Rubinstein’s expertise in RF communications systems, microwave, In-Building Distributed Antenna Systems, and interoperable APCO Project-25 systems position him as an effective and valuable asset to ACD and our clients.
Jim Harris, Senior RF Engineer
Mr. Harris has over 35 years’ experience in engineering and project management with a specialty for technical support, electrical design, and complete turnkey customer support. He has managed numerous successful project implementations including training and ongoing cutover support. His specific background allows him to work closely with all agencies within a project to not only focus as a technical expert but maintain the best interest of the customer.
