Project 25 (P25) is a standard for the manufacturing of interoperable digital two-way wireless communications products. Developed in North America under state, local and federal representatives and Telecommunications Industry Association (TIA) governance, P25 is gaining worldwide acceptance for public safety, security, public service, and commercial applications. The published P25 standards suite is administered by the Telecommunications Industry Association (TIA Mobile and Personal Private Radio Standards Committee TR-8). Radio equipment that demonstrates compliance with P25 is able to meet a set of minimum requirements to fit the needs of public safety. These include the ability to interoperate with other P25 equipment, so that users on different systems can talk via direct radio contact.

The Project 25 Document Suite Reference tracks the current state of Project 25 (P25) standards documents. Understanding the status of specific P25 interface, equipment, and services standards can help public safety land mobile radio (LMR) system managers make planning and procurement decisions. In addition, the Project 25 Document Suite Reference serves to describe the organization and relationships of the standards necessary to build components of a P25 LMR system. Understanding P25 standards organization and relationships provides users, manufacturers, and government agencies a useful roadmap for charting progress and prioritizing standards development. The Project 25 Document Suite Reference is sponsored by the National Institute of Standards and Technology/Office of Law Enforcement Standards (NIST/OLES). It is maintained by editors at the Institute for Telecommunication Sciences (ITS). This document is updated regularly from comments submitted by users, manufacturers, and participants in the P25 standardization process.
